Jabez Balfour, first Mayor of Croydon (1883.) This crook used his own building society to swindle hundreds of people out of their life savings. What a wonderful history of selfless-service and communal sacrifice from our civic leaders.....etc etc
He did a few years hard labour.
Couldn't have happened to a nicer fellow.
Croydon council's current shower are standing on the shoulders of giants.
